With reference to your despatch No. 143 of the 8th June, 1862, I have to acquaint you that I have appointed Mr. Wilberforce Wilson to the office of Assistant Surveyor General in Hong Kong.
Mr. Wilson has informed me that in consequence of his having lately returned to this Colony from India, where he has been employed for the last five years on the construction of the East Indian Railway, he will not be available to start work in the Colony till the 1st of September.
